Utility Assistance

On July 13, BakerRipley’s Utility Assistance Program opened to accept 3,000 online applications.
Applications are currently closed. We have reached the maximum capacity of applications.

BakerRipley’s Utility Assistance Program supports Neighbors in Harris, Brazoria and Galveston Counties with payment of their electricity, gas or propane utility bills. We are able to provide this assistance thanks to funding from the Texas Department of Housing and Community Affairs.

Program Information

On Monday, July 13, the Utility Assistance Program opened the online application portal and accepted 3,000 applications.

The portal is now closed and is expected to reopen on Monday, September 14.

In-person appointments to apply for Utility Assistance in August will be available starting Monday, July 27.

Eligibility

How to qualify

To be eligible for Utility Assistance you must live in Harris, Brazoria or Galveston County and
meet the following requirements:

Effective January 26, 2026

Proof of income from the last 30 days is required for all household members aged 18 years and older.  This includes employer gross wages, Social Security (SS), Supplemental Security Income (SSI), unemployment benefits, Temporary Aid for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), retirement, disability, etc.

 

If the applicant or any household member 18 years of age or older has no income, they must submit a Texas Workforce Commission Wage Detail Inquiry printout (also known as a Quarterly Wage Statement) dated within 30 days before the application submission date.  The Wage Detail Inquiry can be obtained from a local Workforce Solutions Career Office.  To obtain the Wage Detail Inquiry, the household member reporting no income must visit a Workforce Solutions office in person with photo identification (TX Driver License, TX Identification Card, work ID, etc.) and a Social Security card.  The Wage Detail Inquiry must include the Workforce Solutions location stamp and cannot be obtained online. 

Identification verification is required for all household members.  Acceptable documents include a State Driver’s License, a passport, a Matricular Consular, or a school ID. You must submit a Social Security card for ALL household members.

*Household members are also able to submit BOTH a Social Security Card and their US Birth Certificate as a substitution for the above. *

Citizenship and Legal Residency Verification is required for all household members.  Acceptable documents include a U. S. Passport, U. S. or State Issued Birth Certificate, U. S. Certificate of Naturalization or U. S. Permanent Resident Card.

A copy of your current electricity, gas, or propane bill must be included with the application.

Important:

  • Incomplete applications will not be reviewed.
  • Duplicate applications will cause delays.
  • Only one application per household per calendar year (January–December) is allowed.
  • Missing documents will delay processing.

 

Important Instructions:

  • A cell phone number

    • Your cell phone number will be used to register and create your account.

    • You will receive a One-Time Password (OTP) or verification code by email that you must confirm.
  • Email addresses for the applicant and all household members 18 years of age and older

      • The applicant’s email address will be used to send updates and information about the application
      • Along with the applicant, household members 18 years of age and older can access the application by using their personal email address that was included on the application

 

One Application Per Household

  • Submit only one application per household and address per calendar year.

  • Be sure to add all household members by selecting “Add Household Member” before submitting your application.

 

No SSN or ITIN?

  • If you do not have a Social Security or ITIN number for the applicant and all household members, please contact our BakerRipley Utility Assistance Hotline at 713-590-2327 to schedule an in-person appointment.

  • File formats: PDF or JPEG

  • Maximum file size: 5 MB per document

 

Before You Submit

Make sure you have uploaded all required documents for every household member, including children:

  • Identity documentation (A Social Security card must be submitted for ALL household members)

  • Citizenship or legal residency documentation

  • Income documentation

Applications missing required documents will not be reviewed and may be delayed.

You will receive a confirmation email with your Application Number. If you do not receive it, your application is incomplete and needs attention.

After You Submit

  • You will receive written correspondence on the outcome of your submitted application within 6 weeks, but you can check the status of your application online at any time using your six-digit application number.

To check the status of your application, you must have the Application Number.   

In the box, type – “Application-XXXXXX”, Inserting the Application Number for the X’s. 

Verify the applicant’s name and use the description of the application’s stage/status to learn what is your application status.
